Bug patch 1.08

It looks like that this update is quita stable, so we can release it for larger use.

If there is some problems, just install 1.06 version back. The reason why this version is released, is to get rid of Sokolidze type of actions by cheaters and criminal actions (ddos attacks against hosts).

This bug patch includes:

-Enhanced ban feature (you can select to use enhanced ban or old IP-ban only)
-Advanced speed cheat protection
-Protection against ddos type of attacks
-Fixed light bug (win8.1) at nighttime fishing

I also had this on Win 7 with a HD 4600 graphics and I can confirm that the bug has been fixed there as well.
So far I didn't notice any bugs on 1.08. Good job
